Captain Gary Dufour is the Field Operations Bureau Commander. He is a local native and a 1981 Graduate of Damien High School in La Verne, California. He is a graduate of the 3rd session of the Southern California Local Government Leadership Academy, College of the Extended University Cal Poly Pomona. He holds a Juris Doctor degree from California Southern Law School in Riverside, California, and is a licensed California Attorney.

Captain Dufour began his law enforcement career in 1983 as a police cadet with the Montclair Police Department. In 1984, he attended the 79th session of the San Bernardino County Sheriff’s Academy. He served as a Montclair Police Officer for 6 years, in Patrol, Narcotics, and as a Canine Handler. He joined the Ontario Police Department in 1990. Since that time, he has worked assignments in patrol, pro-active enforcement, narcotics, investigations, cargo theft, civil liability unit, canine unit supervisor, administrative investigations, and Area Commander.

In July 2008 the Ontario Police Department established a neighborhood-policing plan known as Area Command that provides true geographic accountability through the creation of three separate geographical areas within the city. Each area, designated as West Area, East Area, and South Area, commanded by a Lieutenant as Area Commander, integrate the command of patrol functions with existing problem-solving officers, detectives, traffic officers, and crime reduction directed patrol teams. The Area Commander serves as a community liaison, director of police operations within the area, strategic planner and area advocate within the department.

The overarching goals of the plan are to:

 

Reduce incidence of crime through identifying weekly trends and addressing its root causes.

     
 

Promote community awareness of, and contribution to crime prevention programs.

     
 

Provide outstanding quality service and promote a sense of community.

     
 

Develop purposeful partnerships within the community and its organizations.

     
 

Strengthen public confidence in policing and law enforcement.

     
 

To go beyond the traditional police function and provide citizens with direction to alternative resources to solve problems.

     
 

Provide true geographical accountability at the patrol officer through the lieutenant level.

 

As the Field Operations Bureau Commander, Captain Dufour holds himself and the Area Commanders accountable to preserve and improve the quality of life and economic value of those who live, work, and do business in the City of Ontario.
