ADOPTION OF RESOLUTION OPPOSING A PROPOSED MENTAL HEALTH FACILITY AT THE CALIFORNIA INSTITUTION FOR MEN - CHINO |
RECOMMENDATION: That the City Council adopt the attached resolution to oppose a proposal by the California Department of Corrections to construct a Mental Health Facility at the California Institution for Men in Chino.

BACKGROUND: The State Department of Corrections’ proposed FY 2005-06 budget included initial funding for three new mental health care facilities within the State. One of the new facilities proposed by the Department of Corrections is a 1,500 bed mental health care facility at the existing California Institution for Men (CIM) in the City of Chino. The facility would provide mental health services to seriously mentally-disordered inmates from the entire Southern California area. Patient/Inmates would include the criminally-insane and other acute patients. According to the Department of Corrections, these facilities are needed to serve the mental health needs of prison inmates in response to recent Court mandates. The CIM-Chino currently houses approximately 6,298 minimum to medium custody inmates; receives and processes newly-committed felons from several Southern California counties; and operates a 24-hour acute care inpatient hospital including a 189 bed HIV ward.
The proposed facility would create another high risk inmate facility in an area that currently includes three correctional facilities. The other current facilities include the California Institution for Women and the Heman G. Stark Youth Correctional Facility. The current inmate population for the current facilities exceeds 9,000. These facilities are located in a growth area for the region which includes the City’s New Model Colony area.
The Cities of Chino and Chino Hills and the County of San Bernardino have taken actions to indicate their opposition to the additional proposed facility. Recently, the Senate subcommittee which oversees the Department of Corrections budget rejected the Department’s request for initial funding for the proposed facilities. However, the Department of Corrections has indicated the intent to continue to pursue construction of the facilities.
It is recommended that the City Council adopt the attached resolution to indicate opposition to the proposed facility and authorize staff to forward the resolution to the appropriate State officials.
