CONSTRUCTION CONTRACT FOR EMERGENCY VEHICLE PRE-EMPTION AND BATTERY BACK-UP SYSTEMS INSTALLATION, VARIOUS LOCATIONS |
RECOMMENDATION: Approve the plans and specifications, and award Contract No. TR0801 (on file in the Records Management Department) to Republic ITS, Inc. of Novato, California, for the installation of Emergency Vehicle Pre-Emption and Battery Back-Up Systems at 14 intersections for the bid amount of $167,800 plus a 15% contingency of $25,170 for a total amount of $192,970; and authorize the City Manager to execute said contract and related documents and file a notice of completion at the conclusion of all construction activities related to the project.
COUNCIL GOALS: Maintain the Current High Level of Public Safety

Invest in the City’s Infrastructure (Water, Streets, Sewers, Parks, Storm Drains and Public Facilities)
FISCAL IMPACT: The FY 2008-09 Five-Year Capital Improvement Program budget includes $200,000 for the construction phase of this project. This project provides for work at fourteen (14) existing intersections of which five (5) that are outdated along Mission Boulevard could present unforeseen issues as the project progresses.
BACKGROUND: This project provides for the installation of emergency vehicle pre-emption (EVP) and battery back-up systems (BBS) at fourteen (14) existing signalized intersections designated by the Fire Department. Both of these features will increase intersection safety by reducing the risk of vehicular and pedestrian type collisions. The EVP helps to maintain response time. Bids were received from seven contractors on November 26, 2008.

The low bid submitted by Republic ITS, Inc. is ten percent (10%) below the Engineer’s Estimate. Republic ITS, Inc. has previously performed work for the City of Ontario in a satisfactory manner. It is anticipated that this project will be completed by April 2009. A location map is attached for reference (Exhibit “A”).
