RESOLUTION AMENDING PRIORITIZATION OF UTILITY UNDERGROUNDING PROJECTS

SUBJECT: RESOLUTION AMENDING PRIORITIZATION OF UTILITY UNDER-GROUNDING PROJECTS


RECOMMENDATION:   That the City Council adopt the attached Resolution amending prioritization of future utility undergrounding projects as follows: 1. Mountain Avenue from Brooks Street to “G” Street 2. Milliken Avenue from 600’ north of Guasti Road to Airport Drive 3. Holt Boulevard from San Antonio Avenue to Benson Avenue

 

COUNCIL GOALS:   Invest in the City’s Infrastructure (Water, Streets, Sewers, Parks, Storm Drains and Public Facilities)

Focus Resources in Ontario’s Commercial and Residential Neighborhoods

  • Improve aesthetics on major corridors.

FISCAL IMPACT:   The recommended utility undergrounding projects will be funded by Rule 20A funds as they become available and sufficient dollars are accumulated. Rule 20A funds are collected and held by Southern California Edison (SCE) and distributed to cities on an apportionment basis. Currently, Ontario receives approximately $401,000 per year. There is no impact to the City’s General Fund.

 

BACKGROUND:   Each year Southern California Edison (SCE) is required by Rule 20A of the Public Utilities Commission to budget funds for replacing overhead electric facilities with underground facilities along public streets and roads. This undergrounding work is restricted to streets with heavy volumes of vehicles or pedestrians, streets in civic or public recreation areas, streets with unusually scenic interest, or areas of an unusually heavy concentration of overhead facilities. These funds are apportioned to the various cities based on the ratio of overhead meters within the city to the total overhead meters in the system.

 

In 1999, the City Council approved the following Project Priority List for undergrounding projects. The City has completed Holt Boulevard between Vineyard and Campus Avenues, and Mountain Avenue is being completed.

Staff is now requesting Council’s approval of an amended prioritization of undergrounding projects, as listed in the following table. Preliminary costs estimates were derived and construction schedules developed assuming current level of annual funding continues. Projects will only proceed once sufficient Rule 20A funds are available for project completion.
