SUBJECT: ADOPT A RESOLUTION TO CALL A PUBLIC HEARING TO CONSIDER FORMATION OF UNDERGROUND UTILITY DISTRICT NO. 18 ON MILLIKEN AVENUE BETWEEN 600 FEET NORTH OF GUASTI ROAD AND AIRPORT DRIVE


RECOMMENDATION: That the City Council adopt a Resolution to call a public hearing to consider formation of Underground Utility District No. 18 on Milliken Avenue between 600 Feet North of Guasti Road and Airport Drive.

  • Work with Federal, State and regional governments and organizations to ensure Ontario receives its fair share of resources.

 

FISCAL IMPACT: The above mentioned underground utility district will be funded with Rule 20A funds. Rule 20A funds are collected and held by Southern California Edison (SCE) and distributed to city projects on an apportionment basis. Currently, Ontario is allocated approximately $401,000 per year from SCE for utility undergrounding projects. There is no impact to the City’s General Fund.

 

BACKGROUND: Each year SCE is required by Rule 20A of the Public Utilities Commission to budget funds for replacing overhead electric facilities with underground facilities along public streets and roads. This undergrounding work, performed and paid for by SCE, is restricted to streets with heavy volumes of vehicles or pedestrians, streets in civic or public recreation areas, streets with unusually scenic interest, or areas of an unusually heavy concentration of overhead facilities. These funds are apportioned to the various cities based on the ratio of overhead meters within the city to the total overhead meters in the system.

 

On January 6, 2009, the City Council adopted Resolution 2009-004 prioritizing undergrounding utility projects to include the proposed Underground Utility District No. 18.

 

The preliminary estimate for undergrounding the distribution lines is $1.5 million. Design efforts for undergrounding of the distribution lines are almost complete. Construction on the Milliken Avenue undergrounding project is slated for late spring 2009 and will be coordinated with the North Milliken Avenue Grade Separation Project.
