SUBJECT: Consider File No. Php08-034, A master interpretative plan for planning areas 2 and 3 of the gUasti plaza specific plan (APN: 0210-192-11)


RECOMMENDATION: That the City Council adopt the attached Resolution approving the Guasti Plaza Master Interpretative Plan.

 

COUNCIL GOALS: Focus Resources in Ontario’s Commercial and Residential Neighborhoods

  • Concentrate resources on preserving the City’s historic commercial structures, neighborhoods and housing stock and promote neighborhood identity in existing single family neighborhoods.

 

FISCAL IMPACT: None.

 

BACKGROUND: Oliver McMillan LLC, applicant, is proposing a Master Interpretative Plan (File No. PHP08-034) to establish guidelines for the integration of significant site features into the streetscape and landscape design for Planning Areas 2 and 3 of the Guasti Plaza Specific Plan (GPSP). The GPSP Final Environmental Impact Report (FEIR) No. 90-4, Mitigation Measure #6 and #7, requires City staff approval of an on-site interpretative program and Council approval for plans of an on-site enclosed museum to depict the heritage of the Guasti winery community and its relationship to the growth and development of the local community. The goals of this Plan are to: 1) explain historical significance of the historic winery community to visitors; 2) identify four zones of the site (vineyards, wine, brandy, and port manufacturing, Mansion and the worker’s living area); and 3) identify significant individuals, innovations in wine production, and products produced on site.

 

 Key components of the Plan include:

  •  Identification of historic buildings
  • Self guided walking tour
  • Retention of site features
  • Artifacts display
  • On-site museum
  • Narrated video
  • Photograph displays
  • Special events celebration such as the Wine Harvest Festival

The Planning Commission has recommended approval of the Master Interpretative Plan. The Planning Commission staff reports and resolutions are attached to this report.
