AWARD THE PROCUREMENT OF TWO STEEL RISER POLES (FOR UTILITY UNDERGROUNDING) ON MILLIKEN AVENUE / SOUTHERN CALIFORNIA EDISON COMPANY

SUBJECT: AWARD THE PROCUREMENT OF TWO STEEL RISER POLES (FOR UTILITY UNDERGROUNDING) ON MILLIKEN AVENUE

 


RECOMMENDATION: That the City Council award the procurement of two 75 foot tall steel riser poles to Southern California Edison Company (SCE) of Rialto, California, in the amount of $121,000 plus a ten percent (10%) contingency of $12,000 for a total of $133,000; and authorize the City Manager to execute all related documents.

 

COUNCIL GOALS: Develop Strategies And Take Actions To Minimize The Negative Impacts Of The Global Financial Downturn On Ontario’s Economy And The City’s Fiscal Health Invest In The City’s Infrastructure (Water, Streets, Sewers, Parks, Storm Drains And Public Facilities)

 

FISCAL IMPACT: The North Milliken Avenue Grade Separation project is approved to receive $4,650,000 of state Traffic Congestion Relief Program (TCRP) funding for utility relocation and right of way. The State will fully reimburse the City for the cost of the poles from dedicated traffic funds. If approved, appropriations and corresponding reimbursement revenue will be included in the next quarterly budget report to Council.

 

BACKGROUND: The North Milliken Avenue Grade Separation at Guasti Road is an undercrossing where vehicular traffic will flow underneath the railroad tracks which will be elevated 24 feet above the roadway. Currently, Southern California Edison (SCE) owns and operates electrical transmission and distribution overhead lines that run along the east side of Milliken Avenue and cross over the tracks. With the raising of the tracks 24 feet, the SCE overhead lines will have to be undergrounded to meet FAA airspace regulations due to the proximity to LA/Ontario International Airport. To facilitate the undergrounding, two 75 foot tall steel riser poles are needed (one at each end of undergrounding limits). The lead time for delivery of the poles is 32 weeks.

 

The funding cost of the transmission overhead line undergrounding will be paid out of TCRP and the cost of the distribution overhead line undergrounding will be paid for by Rule 20A as approved by the City Council on February 3, 2009.
