RECOMMENDATION: That the City Council authorize the submittal of two applications for grant funds through the San Bernardino Associated Governments (SANBAG) Transportation Development Act (TDA) Article 3 Bicycle and Pedestrian Program for the installation of sidewalk on Magnolia Avenue between Phillips Street and Francis Street and on Fourth Street between San Antonio Avenue and Vine Avenue.

FISCAL IMPACT: The estimated cost for the two projects, the requested TDA funding (subject to individual approval) and the City’s proposed local match are as follows:
Magnolia Avenue between Phillips Street and Francis Street:
Reimbursable TDA Funding Requested $175,266
Local Match (20%) $43,817
Total Project Cost $219,083
Fourth Street between San Antonio Avenue and Vine Avenue:
Reimbursable TDA Funding Requested $52,181
Local Match (20%) $13,045
Total Project Cost $65,226
The TDA program does not require a local funding match. However, applications with a local match commitment are scored higher in the competitive award process. Staff is recommending a 20% match which is consistent with other transportation funding programs. Gas Tax funds from savings on other transportation projects will be used for the local match. The TDA grant funds will be received on a reimbursement basis. The projects, if approved, will be included in the FY2009-10 Capital Improvements Project Budget.
BACKGROUND: The City is requesting grant funds through the Fiscal Year 2009 TDA Article 3 Pedestrian/Bicycle Program administered by SANBAG for sidewalk and other non-motorized improvements.
In an effort to provide safe and accessible paths of travel to existing schools and other public facilities in the area, engineering staff has prepared grant applications to fund sidewalk projects on Magnolia Avenue and Fourth Street. The missing sidewalks on Magnolia Avenue and Fourth Street rank in the top 40 of 300 plus locations in our Sidewalk Priority Study list. Location Exhibits A and B are attached for reference.
The proposed Magnolia Avenue project will construct missing link sidewalk on Magnolia Avenue between Phillips Street and Francis Street in the areas missing sidewalks for students attending Vista Grande Elementary School, Haynes Elementary School, Oaks Middle School and Ontario High School.
The proposed Fourth Street project will construct missing link sidewalk on the south side of Fourth Street between San Antonio Avenue and Vine Avenue for students attending Hawthorne Elementary School, Vina Danks Middle School and Chaffey High School.
The deadline for grant application submittal is March 6, 2009.
The Chaffey Joint Union High School District, Ontario-Montclair School District, Ontario Police Department Chief, State Senator Gloria Negrete McLeod, and State Assembly Member Nell Soto will provide letters of support for the grant applications. Copies of the grant applications are on file with the Records Management Department.
