SUBJECT: A RESOLUTION SUPPORTING THE CONSTRUCTION OF A NATIONAL FOOTBALL LEAGUE (NFL) STADIUM IN THE CITY OF INDUSTRY, CALIFORNIA

RECOMMENDATION: That the City Council adopt the attached Resolution supporting the construction of an NFL stadium in the City of Industry, California.

COUNCIL GOALS: Develop Strategies And Take Actions To Minimize The Negative Impacts Of The Global Financial Downturn On Ontario’s Economy And The City’s Fiscal Health Invest In The Growth And Evolution Of The City’s Economy

FISCAL IMPACT: The City of Ontario will benefit from additional sales tax and transient occupancy tax revenues if the proposed stadium and adjacent commercial space is developed. The magnitude of benefit is dependent upon the number of games, other events and entertainment activities held each year.

BACKGROUND: Majestic Realty Co. proposes to develop in the City of Industry a state-of-the-art NFL stadium accompanied by 2.9 million square feet of commercial space including office space, retail establishments and a live theater. The project would be easily accessible to residents of Los Angeles, Orange, Riverside and San Bernardino Counties and could bring more than 3,000 new jobs to the area.

NFL stadiums are typically host to pre-season and regular season home games, playoff games, and have the potential to be selected as the location for Super Bowls. The presence of a stadium and the adjacent commercial development would result in increased revenues for many Southern California cities. Ontario is located within a short distance of the proposed project location and has the unique advantage of being serviced by LA/Ontario International Airport, nearly 50 hotels offering over 5,100 rooms, and three major freeways providing access to the stadium from the east.
