Meeting Date: March 11, 2009
Section: Consent Calendar

SUBJECT: ADOPTION OF A RESOLUTION RESCINDING RESOLUTION 2009-011 AND RESTATING THE CITY’S TICKETS AND/OR PASSES RECEIPT AND DISTRIBUTION POLICY

RECOMMENDATION: That the City Council adopt the attached Resolution rescinding Resolution 2009-011 and restating the City’s tickets and/or passes receipt and distribution policy.

COUNCIL GOALS: Invest in the Growth and Evolution of the City’s Economy

FISCAL IMPACT: None.

BACKGROUND: The Fair Political Practices Commission (FPPC) recently adopted new regulations clarifying those circumstances under which the receipt of tickets and/or passes by public officials creates a disclosure requirement for the purposes of the public official’s Statement of Economic Interest. On February 3, 2009, the City adopted a policy which complies with these regulations. It has become clear that the following minor amendments to this policy are desirable:

SECTION 4 Public Purpose

  f.   Add “and other public” after “residents”
  m.   Add “public officials” after “dignitaries,” and add “their guests” after “residents”
  q.

Add “or represent” after “accompany”

SECTION 10

  (i) & (ii)   Eliminate the third sentence of each
